Lawmakers oblige inviting parties to oversee the purpose and dates of visits of foreign nationals

On 19 July 2018, the Russian President signed Federal Law No. 215-FZ “On Amending Article 18.9 of the Russian Code of Administrative Offences” (the “Law No. 215-FZ”).

The law places liability on inviting parties for failure to take actions to ensure:

  1. that invited foreign nationals comply with the declared purpose of their visit;
  2. that invited foreign nationals timely depart from the Russian Federation.

The Law No. 215-FZ establishes the responsibilities of inviting parties, i.e. the entities and individuals who invite foreign nationals to enter Russia under a visa (citizens of EU countries, Japan, the US, etc.).

The Law No. 215-FZ will come into force upon expiration of 180 calendar days after its publication, i.e. on 15 January 2019.
